Really depends on the setup and tank size. I would recommend a 55g to start. You could do 3-4 groups of 3-4 females to 1male. The thing you want to keep in mind is to stay away from same color species. You are also going to want to keep smaller species 4-5 inches. A sandy substrate is perferred but fine gravel will work just fine. Peacocks wont mind lots of rocks but they also like plants and driftwood. Lots of filtration is desired....10x turnover rate or more should sufice.

Have you seen the "lemon Jacobs"? They are really gorgeous fish also.

If you go to the profiles on that site, you can look through several different kinds. Here is the link to the profiles for ya..

As for sand, it is more a personal prefrence. I have a mix of Aroganite and pool filter sand. There are many choices it mainly comes down to what you like best. I use the aroganite, simply because it helps with the pH. Plus I still had about a half a bag from when I set up my saltwater tank.

Cleaning the sand is much the same as gravel, except you don't want to stick the vac deep in the sand. You pretty much just "hover" over the sand and it sucks up the poo and stuff. Unlike with gravel all the icky stuff will sit on top the sand instead of getting down deep in it like it does in gravel.
