what i normally do is take tap water and put them in 2 litters bottles and i let them sit there,can i use those to do my water changes??

Most Chlorine will gas off over time... To be safe I would still use a dechlorniator. But to answer your question Yes!

Ya. So long as the lid is off, you'll be set after a day or two. Tap water chlorine leeches out of a 55g drum in about 4 days here, so I'd imagine with a 2L bottle it be much faster.

The dechlor will be much easier and quicker but yes your idea will work. It will all depend on how long you let the bottles sit though.

Lately a lot of places are switching to chloramine in place of chlorine, which is an extra hassle if you are a fishkeeper. Chloramine will not completely dissipate out of your water the way chlorine does, so it would be worth a phone call to contact your water supplier and find out what they are using. "Most" dechlorinators on the market now handle chlorine and chloramine.
